The Ministry of Communications and Informatization, as a regulatory body, ensures the full and comprehensive development of information and communications infrastructure to meet the growing needs of the state, businesses, and citizens for receiving modern and high-quality telecommunications services. As part of the further development of fixed broadband access (hereinafter referred to as BBA) by developing the telecommunications network of the universal service operator and increasing the data transfer speed, RUE Beltelecom ensured the implementation of the measure “Design, construction and operation of the fixed telecommunications network of RUE Beltelecom for further digital development of economic sectors, connection (switching) of subscribers to GPON technology” of the “Digital Belarus” state program for 2026-2030, approved by resolution No. 793 of the Council of Ministers of the Republic of Belarus dated December 30, 2025.Significant investments are being made in the construction of fiber-optic communication lines (FOCLs) to provide the population with access to modern services at high speeds. By the end of the first half of the year, FOCLs had been connected to 50 settlements. As a result of these measures, the number of subscribers connected via GPON technology amounted to 3.193 million, an increase of 34.3 thousand compared to the beginning of the year. The share of fixed BBA subscribers using the Internet access service at speeds of 100 Mbps and higher is more than 62%.As part of the development of wireless BBA, including the one on the basis of a unified cellular mobile telecommunications network using 4G/5G technology, in order to ensure the fulfillment of requirements for the coverage of the territory of the Republic of Belarus with cellular mobile telecommunications services and their quality, cellular mobile telecommunications operators are working to implement new technologies and formats for user service, expand the range of services provided, and modernize cellular mobile telecommunications networks. The construction of new base stations, including the ones in rural areas, allows cellular operators to continually expand coverage and improve the quality of their cellular services. Currently, UMTS network coverage in the Republic of Belarus is 98.6 percent, while LTE network coverage is 94.6 percent.Increasing coverage of UMTS and LTE cellular networks in the Republic allows operators to provide wireless BBA Internet services in their respective territories. High-speed data transfer services using UMTS technology are available to 99.9 percent of the population of the Republic of Belarus, and using LTE technology, to 99.6 percent. As a result of the work carried out, the capacity of cellular mobile telecommunications networks increased by 18% in the past quarter compared to 2025.The development of cellular mobile telecommunications networks is ensuring a steady growth in wireless BBA Internet subscribers: wireless BBA penetration for the past quarter was 104.1 units per 100 residents.
