The Ministry of Communications and Informatization of the Republic of Belarus (hereinafter referred to as "Ministry of Communications") is a republican body of state administration and reports to the Council of Ministers of the Republic of Belarus. Its activities are guided by the Constitution of the Republic of Belarus and other legislative acts, including this Regulation.The Ministry of Communications coordinates the activities of other republican bodies of state administration on matters within its competence. It carries out its activities in cooperation with other republican bodies of state administration, other organizations subordinate to the Government of the Republic of Belarus, local executive and administrative bodies, public associations, other legal entities, and international organizations on matters within its competence.The Ministry of Communications and its subordinate organizations, as well as business entities whose shares (shares in authorized funds) belong to the Republic of Belarus and have been transferred to the management of the Ministry of Communications, constitute the system of the Ministry of Communications.Main Objectives of the Ministry:government regulation, management of the activities, implementation of the uniform state policy in the domain of informatization, digital development and communications, and arrangement of conditions for the effective implementation of activities and development of organizations of all the patterns of ownership which carry out activities in the mentioned domain;coordination of the activities of legal entities regardless of their patterns of ownership and individual entrepreneurs in the domain of informatization and communications with a view to meet the requirements of government bodies, legal entities and individuals in the telecommunications and postal services, creation of the conditions to satisfy the informational needs of the government bodies, legal entities and individuals on the basis of making information systems and (or) networks which ensure formation and processing of informational resources and provision the users with the documentary information, as well as in order to improve the efficiency of international economic activity in the domain of informatization, digital development and communications;organization and implementation of international cooperation in the domain of informatization, digital development and communications, including interaction with international organizations and integration associations, as well as development of international economic activity and fulfillment of obligations under international treaties of the Republic of Belarus.The Board of the Ministry consisting of Minister (a chairman of the Board), First Deputy Minister, Deputy Ministers, Head of the Advanced Information Technologies Department, Head of the Legal Support and Property Relations in the Sphere of Digital Development Department, Head of the Digital Development, Head of the Economics and Finance Department, Head of the Radio Frequency Spectrum Regulation Department, Director General of the Republican Unitary Enterprise of Posts Belpochta, Director General of the Republican Unitary Telecommunications Enterprise Beltelecom, Director of the Republican Unitary Enterprise Digital Development Center, Director General of the Open Joint-Stock Company Digital Transformation Agency, Chairman of the Belarusian Trade Union of Communications Workers, is established in the Ministry of Communications. The decisions of the Board are formalized in resolutions (minutes) and are implemented, as a rule, through the adoption of resolutions of the Ministry of Communications and (or) the issuance of orders of the Minister.To address key issues of scientific, scientific-technical, and innovative activities in the domain of informatization, digital development and communications, the Ministry of Communications is establishing a scientific and technical council.
