28th Universal Postal Congress in Dubai

The 28th Universal Postal Congress opened in Dubai, United Arab Emirates, on September 8. For two weeks, Dubai will become the capital of the international postal industry.

  • New strategy - the Congress will approve a new UPU Strategy and Business Plan for 2026-2029, which will set the framework for adapting the postal sector to the rapidly changing environment created by the development of communications, new technologies and trading methods,
  • Modernization of services - in an era of constant development of methods and forms of e-commerce, the Congress will decide on plans for modernization of postal products, payment and quality of service,
  • Regional development – the participants of the Congress will consider a new Development Cooperation Policy aimed at deepening the work of the UPU in regions with a predominance of developing countries,
  • Financial services - it is proposed to expand the UPU Postal Payment Services Agreement to include a wider range of financial services,
  • Support women - the participants of the Congress will discuss how the postal sector can improve the efficiency of its service delivery to women, particularly small business owners seeking to enter the international e-commerce market,
  • Climate resilience – the Congress will consider how postal operators can attract external funding, reduce costs and increase operational resilience through climate initiatives,
  • Digital security - the issue of enhancing the security of the relevant digital infrastructures will be considered as part of the discussion on the digitalization of the postal sector,
  • Elections - the Congress will elect the Deputy Secretary General of the UPU and the members of the Council of Administration and the Postal Operations Council for 2026–2029.
