In accordance with the Charter and Convention of the International Telecommunication Union (ITU), the ITU World Radiocommunication Conference 2023 (WRC-23) will be held in Dubai (United Arab Emirates) from November 20 to December 15, 2023, during which solutions will be developed on issues of international regulation of the use of the radio frequency spectrum and satellite orbits with taking into account the need for further harmonized development of promising cellular mobile, satellite and maritime radio technologies in the world, provided that the current radio communication services operate without interference. In accordance with Article 13 of the ITU Constitution, the World Radiocommunication Conference is held every three to four years. The WRC is always at the center of the international process of managing the use of the radio frequency spectrum (RF) and is the starting point for making decisions to improve the regulation of the use of radio frequencies at the national level. The WRC agenda includes issues of radio communication development policy for the next years, issues of joint use of the RF as a single resource of all countries of the world, issues of improving radio communication regulation. The effectiveness of international cooperation in the field of radio communications of ITU member States, including the Republic of Belarus, both within the European region and the whole world as a whole, the successful development of promising radio technologies largely depends on the decisions of the WRC. The WRC-23 agenda has more than 30 items related to changing the provisions of the ITU Radio Regulations. After consideration of all issues on the agenda during WRC-23 and elaboration of consolidated decisions on each of them, the Final Acts of WRC–23 will be signed by authorized representatives of ITU member States. Resolution of the Council of Ministers of the Republic of October 23, 2023 No. 719 "On approval of the position of the Communications Administration of the Republic of Belarus at the World Radiocommunication Conference 2023 of the International Telecommunication Union" approved the position of the Communications Administration of the Republic of Belarus on WRC-23, according to which the position on the agenda items WRC-23 directly affecting the interests of the Republic of Belarus in terms of development of radio communication technologies in the conditions of protection of existing means and systems of radio communication for various purposes. In accordance with the adopted resolution of the Council of Ministers of the Republic of Belarus, representatives of the Communications Administration of the Republic of Belarus, sent to participate in WRC-23, will ensure during the conference the protection of the interests of the Republic of Belarus in the development of consolidated decisions on the agenda items of the conference in order to carry out the main provisions of the position of the Communications Administration of the Republic of Belarus in the Final Acts of WRC-23.
